This study aims to analyze the governance of tourism villages from the perspective of civil society power. GPS is a community organization in Sidomulyo Village, Jember, Indonesia, which is also the initiator of the establishment of the Sidomulyo tourism village. The type of research used is descriptive with a case study approach. Data sourced from observations, in- depth interviews, FGDs, literature studies, and documentation which were then analyzed using the Manual Data Analysis Process, Bungin (2022). The results of the study show that GPS, which was initially in the form of a civil society and as the initiator of the establishment of the Sidomulyo tourism village, has now transformed into community organizations in Sidomulyo Village. All of this cannot be separated from the role of Kamiludin (Head of GPS) who currently serves as the Head of Sidomulyo Village. The results of the study show that the governance of tourism villages from the perspective of civil society power consists of three dimensions, namely the associative dimension, the communicative dimension, and the influential dimension. Associative dimensionseen from four sub-dimensions, namely commitment, integrity, common goals, and adaptation. Forcommunicative dimension as wellseen from four sub-dimensions, namely promotion, initiation, institutions, and public issues. And for the influential dimension tooseen from four sub-dimensions, namely relations, political position, strength and authority.
