Awareness Among Public Information Officers About RTI Act: An Analysis Of Select Higher Educational Institutions In Haryana

Abstract
The study provides a comprehensive analysis of the awareness and knowledge of public information officers (PIOs) in higher educational institutions regarding awareness levels among officials regarding different provisions of the Right to Information Act, 2005, including basic provisions, suo-moto disclosure, time and fee requirements, transfer of RTI applications, third-party information, appeal mechanism, penalty provisions, exemption clauses, infrastructural and training facilities. It emphasizes the importance of transparency, accountability, and accessibility in public-sector transactions, highlighting the role of higher educational institutions in disseminating information and ensuring transparency in governmental affairs. The study utilized a self-designed, structured questionnaire to evaluate the awareness and perception of PIOs and officials dealing with RTI applications about the various provisions of the RTI Act. The results indicated varying levels of awareness among Public Information Officers (PIOs) regarding above said provisions. The paper also discusses the significance of good governance, accountability, responsibility, and transparency in a democratic society, underscoring the fundamental role of the RTI Act in promoting democracy and good governance. Additionally, it presents the methodology, tools used, and results of the study, highlighting the need to enhance the knowledge and awareness of PIOs to effectively implement the RTI Act in higher educational institutions. The findings suggest a need for improved training programs and infrastructural support to ensure effective implementation of the RTI Act. Overall, the study provides valuable insights for policymakers and authorities to focus on enhancing training programs and providing comprehensive infrastructural facilities to support PIOs in disseminating information and ensuring transparency.
